Report of Actions

Call to Order– Bernice Scott, Committee Chair, called the meeting to order.

Approval of Minutes – The minutes of the July 23, 2001 Regular Session Meeting were approved as submitted.

Adoption of Agenda – The agenda was adopted as submitted.

1. Items for Action

    1. Ordinance Amendment: Sec. 21-9. Road Closing – The Committee recommended first reading approval of the ordinance amending Sec. 21-9, Road Closing. With regard to receiving compensation for relinquished easements, the Committee recommended that Council decide between (1) considering on a case by case basis or (2) fair market value except for when there is a prescriptive easement or the property is zoned residential or rural with no plans for commercial use.
    2. Quitclaim Deed: 632 Kentucky St. – The Committee recommended first reading approval of a quitclaim deed for 632 Kentucky Street as consistent with the new language for Sec. 21-9 as presented in item A.
    3. Quitclaim Deed: Peyton Street – The Committee recommended first reading approval of a quitclaim deed for the Peyton Street parcel as consistent with the new language for Sec. 21-9 as presented in item A.
    4. Abandonment of Maintenance: Old Lorick Road – The Committee recommended approval of abandoning maintenance on Old Lorick Road as consistent with the new language for Sec. 21-9 as presented in item A.
    5. Feasibility Study: Longtown Connector – The Committee forwarded this item to Council without recommendation and instructed the County Administrator to determine if a study had already been conducted and to determine the costs that would be associated with this project.
    6. Fee Increase: Solid Waste Collection – the Committee did not approve the request to increase the solid waste collection fee.
    7. Ordinance Amendment: Landfills & Composting Facilities – The Committee recommended first reading approval of an ordinance amending the section of the code regulating landfills.
    8. Ordinance Amendment: Driveway Requirements – The Committee deferred this item until a work session could be held to discuss the issue.
